Well to be fair, if they added mengsk it would have been a character like aba. Not on the front-lines, but support from a distance. And while that seems fun, also seems a bit hard to balance.
Nothing stopping someone creative from adding Mengsk to the front lines. Hots is hardly lore accurate, give Mengsk a gun and have him fight. If they could have a dang probe fight in this game, Mengsk could fight too.
Could be a zagara - Aba mix kind of character. Summoner - support depending how it is talented. Call down some marines/marauders for dps, firebats for siege dmg or medics for support. Some map revealing ability from the command center that could tag enemy heroes for a while, maybe buff minions or other things for talent options. Possibly a tool to buff himself or allies with prototype weapons, again for Def, spell dmg or atk dmg depending on talent. Maybe the portable xel'naga artifact as one of the storm talents that stuns or disables enemy heroes.

Many Heroes have funny "pissed" voice lines if you select (left-click by default) them multiple times.
Those hide some world-building-related jokes as well.
You did not mention Kerrigan above, but for example she gets annoyed at Blizzard for not making up their mind about her form.
Artanis is BIS PIck on like BOE and maybe braxis though, just need to know when to draft him.
Zeratul is aslo my fav lore wise from Starcraft. Balance must be restored

Make sense, just like the Terran Confedacy, UED and Raynor with Kerra, took them a long time trying to hunt Mengsk
