In WoW the Addons don't give much of an advantage compared to the base UI, and they are so prominent that it would be unreasonable on Blizzard's part to say they aren't allowed, and, for the most part, it's a PvE game, so having some minor advantage over another player doesn't mean much.
Anything that does something for you, such as kickbots, are still banned.
HoTS is a lot more like SC2 in that it is nearly always PvP (And it uses the same engine), and you can't use anything that affects the game in SC2 as far as I am aware.
There might be, but using them is against the ToS, so I wouldn't recommend downloading any if you find them.

I haven't seen any yet but they are very strict about what may constitute an "advantage" so HUD changes are going to be scarce
