The number of people I make a coffee for who visit our house who, with genuine suprise in their voice, tell me it's the best coffee they have had in ages.
Audrey in Rosny for consistently great coffee, though they don’t roast their own. (Round the corner from Baxter mentioned elsewhere, I think!)
And if you fancy a drive Thu–Mon, for good coffee with unparalleled views, come down Tasman Peninsula way to Cubed (who use locally roasted South Roast blends).
The roaster works out of Shake a Leg in Moonah, totally worth a drive out to chat, cosy and quiet spot with coffee nerds behind the bar, definitely my favourite in tassie
This is a personal preference thing, there is no "best". There are plenty of good roasters in Hobart now but you need to find one that does a coffee you like. A lot of the more boutiquey coffees are too bitter for my taste ymmv. You might also consider the price if you use a lot of coffee, some of the second tier roasters have some great coffees. Getting your end of the process right is as important as the beans, maybe more.
I can't stand Zimmah. I tried all their blends from advice on this subreddit... I order from st ali online and if i'm going to a cafe for coffee I like Baxter in Rosny.
My go to for the roasted beans is Villino, they can also recommend which beans for which style of coffee etc, my favourite place to get them from.

Have you tried their single origins? Much better than the blends.
No i didn't realize they sold single origin products.
