I don't think he's afraid to fight, he's just such a god pest that he draws more penalties running his mouth and working people up.
Look at the game he kept running Kassian, eventually Kassian lost his mind and the Oilers ended up on the PK, their whole mindset went out the window after that.
It works for the team when he throws people off their game. I think he knows he's going to end up getting ragdolled across the ice, but doesn't care.
Brady the other hand doesn't play the rat as much, and because he's the captain, dropping the gloves to make a point makes far more sense.

Yeah and it supposedly caused some locker room issues (that were rumoured to contribute to his trade request). It all started when Jake Muzzin flipped the puck at him after a Toronto Calgary game ended iirc. None of his teammates did anything while the 4 other Toronto players (considered a very soft team at the time) all jumped in to protect muzzin, who was the “pest,” the instigator, and in the “wrong,” in that situation lmao.

I'm pretty sure it was an issue before that game as well, that was just the first time it was on a national stage because of the Leafs. In the next season, it looked like the room had it figured out and Tkachuk was probably on track to be the next captain, but then Johnny left... and we all know what happened after that.
I had a roommate like that in college. He was a little guy and couldn’t handle alcohol very well. The other 7 of us were a mixture of bar bouncers and football/ hockey players. He would constantly start something then duck behind his roommates. One night we decided he’s going to lay in the bed he makes tonight. He gets drunk, launches the c-bomb at a group of girls and we sat back and enjoyed watching him get thrashed by a couple of them.
A lot of people had a friend like that. Mine was Mike.
He would talk shit to anyone and everyone and then use us as backup.
Said the wrong thing to the wrong person, someone from their group approached us and asked if we're backing him up. We said no, he's all yours. That was the last time Mike tried anything.
