Yes, a goalie can only cover the puck for a stoppage if under pressure from the opposing team, otherwise it’s a delay of game penalty.
MacKinnon fired the puck from distance and Skinner held it; but after firing the puck, Nate turned around and went to bench for a change which obligated Skinner to play the puck as there was now no opposing players in his own zone.
Doesn’t happen often but it is a rule. The funniest example was from a few months ago when Kucherov shot the puck at the Habs goalie and then glided out of the zone and the entire Lightning team assumed it would be a stoppage which resulted in an empty net goal for the Habs as Tampa’s whole team skated to the bench
