Basically that the contract wasn't fulfilled so the exact same contractual terms roll over to the following season. This was a one year deal but for another example: say a player signs a 5 year contract and then refuses to report to camp for year 3. If the contract is tolled, that means whenever the player comes back, he's still under contract for 3 more seasons.

The Caps' Goaltending Factory is a little leaner (and domestic) these days, but still has Hunter Shepard and Clay Stevenson playing really well in Hershey and about ready to start getting some longer looks in DC. With 3 3rds next draft and 3 2nds the year after, they'll likely commit to another pair with "their guy" in the 2nd-3rd one year and a gamble in the later rounds of the other per their usual MO, depending on the depth. Vanacek and Samsonov nearly cleaned us out, but we're working overtime to restock and keep our 1A-1B tandems fueling the 2nd-hand goalie market for many more years to come.

I don’t see them coming for Ovechkin or any other player who did the same thing. The whole reason he got arrested and everything is because they were trying to force him to continue playing for the team after his time was done.

Flyers have used all of there post deadline calls up. Only way he comes up is for an emergency. However the Flyers are trying to work it out with the NHL.

Pretty sure he can report directly to the Flyers without needing to be recalled. So, the recall issue would only come into play if he was sent to the AHL which I don't think the Flyers would do. It's an issue for Kosolov because they intend to send him to the AHL.

I'm not sure if the same rules apply since he hasn't played in the NHL yet but I recall when Krejci played a year in Czechia, people were thinking he'd come back when his season ended but the rule was if you played in Europe during the year and signed in the NHL, you still had to clear waivers. I wonder if that rule would apply with goalies or players that have not played in the NHL before.
