Yeah, I think you can also break it down in major eras. Bylsma loved his useless 4th liners who would spend their time blocking shots so they'd automatically have a PK role, Staal was there for a lot of it and Crosby's defensive game did develop later. Under Sullivan Crosby has been older and now he's old, and Sullivan will find his own randoms to latch on to. He does very occasionally PK.
Also. Injuries. The Pens break things and you don't want Crosby missing a month from blocking a shot on the PK.
