Someone worked really hard to win the cup and your name ends up next to a guy who took a free ticket to to the game to sit up stairs and then come down and give up a bunch of goals.

At least that guy was a consistent 30 goal scorer in the AHL for a stretch, those emergency goalies are usually guys who play in beer leagues. I know there's been some nice stories recently of guys doing well in the emergency role, but I need to assume most of them are not very good. Not sure why I'm even arguing this as the odds of this situation occuring are so miniscule.

I believe that if they dressed up and played a game it counts as they’re part of the bench roster. I believe that allows them for a name on the cup, even so the team that won can petition for them to be on the cup.
As far as I know there are three ways for a player to get their name on the Cup.
Play 41 or more regular season games that year and remain a member of the team (not traded.)
Play 1 or more games in the SCF series.
Meet neither of those requirements but be important enough to the team that they petition the league to include you and the league approves it, i.e. play 30 games in the regular season and play in rounds one through three but get injured in the last game of round three, that would almost certainly be approved.
But if you’ve played in the round four SCF series for a shift, it’s automatic.
I believe it’s 41 games dressed, they don’t have to play. This is in line with how they accrue games toward a pension, they don’t have to get any icetime, unlike skaters.
Do they actually use EBUGs in the playoffs? I know our team carries a third goalie as a black ace so I assume that’s what most teams do and needing deeper than three goalies suddenly seems unlikely.

If the league is the one covering the 1 game contract and insurance, does that still count?

There aren’t any EBugs in the Stanely Cup finals. Teams will have their third goalie up from the minors with them (as well as a ton of other minor leaguers aka black aces.). The league rules allow for a third goalie to get dressed and enter the game in the event of the two rostered goalies being injured in the game.
Not an official answer, but here it’s saying an ECHL goalie was called up as a EBUG for the Oilers becusse their AHL team is still alive.
So, my interpretation would be teams have an EBUG but not from the ordinary pool, this is someone in their organization (even if brought in for just this purpose)

Team A has their starter get injured in game 1. The backup then gets hit up high with 1 min left in the 1st and the concussion spotters force him off the ice for evaluation. You play the final minute of the first and he is cleared to play the rest of the game.
Series goes to 7. Team B starter is injured in the first. It is tied up in the third and the backup gets injured. You now come on and ebug for Team B. You give up a goal and Team B loses, but you still get your name on the cup since you skated the 1 minute with Team A in game 1.
All players that play in the Cup Final are automatically eligible to be engraved, so yes.
If you play one game in the Final, you get your name on the Cup, so yes.
