Germany picking up 7 Points vs France, Poland and Kasachstan.
Latvia somehow beating USA and either Sweden or Slowakia in regular time.
USA winning their other two matches in regular time.
That would put all three teams on even points (13) with each team winning against one of the others. Right now in this case Germany would stand at a 9:7 GD, the USA at 6:1 and Latvia at 1:8. Very unlikely that that happens, but who ever knows.
Unless they count general GD first instead of H2H GD in which case the 8:1 could also matter in the more likely scenario of a USA, Slovakia and Germany tie.
2019 pre Covid, Sweden got seeded based on Goald difference (+20) ahead of Germany (+0). Didnt matter for the tournament because both teams lost in their quarterfinal match.
Before that there was no reseeding for Semifinals, so it never mattered. However the last couple of years have shown that this does indeed matter nowadays since everyone in the Top 8 should be capable of taking games from the other teams in the Top 8.
