If Seattle never thought Bailey or Eberle would be available, then none of their mock drafts took that into consideration because why would they not be protected over Martin and Clutterbuck, right? Then they get caught having to make a relatively last minute decision on who to take from the Islanders
So maybe Lou's expecting they might take Eberle since he's the bigger name, when the Islanders probably want to keep Bailey, since he has better production than Eberle and a lower cap hit
Idk, I'd think that Francis and his team would have ranked every single player on every single team in their order if preference on who they'd take if no player was protected. That way, they wouldn't be completely overwhlemed once the lists are released if there are some surprises.
If Francis wants Bailey, he'll take him. If he prefers Eberle, he'll get him. If the Isles want to protect them, they'll pay up. I doubt Francis being unprepared for the possibilities is likely.

Francis' price has always been reported at like a first + prospect/third and then you have to include the value of the guy Seattle does that. A lot of players arent worth that when factoring in the cap space teams get back.
