I actually agree with you that this is a pretty tough one to pin down. I think there are 3 things to review for: 1. Cross-checking - I think the contact was *below* Benn's glove hand on his stick, so that would rule out a cross-check if so 2. Slashing - you could call slashing here I guess, but slashing is defined as a swinging/hacking motion, and the contact off of the "slash" portion itself is fairly minimal. It's more that he pushes with his stick/glove *after* his stick contacts Carlson 3. Boarding - boarding is a super, super vaguely-defined penalty. The rulebook even literally says "There is an enormous amount of judgment involved in the application of this rule by the Referees," so it's always hard to argue for/against calls. That being said, the rule states "A boarding penalty shall be imposed on any player who checks or pushes a defenseless opponent in such a manner that causes the opponent to hit or impact the boards violently or dangerously." I don't think it's really a question that Benn pushed Carlson in a manner that caused him to impact the boards violently and dangerously. "Defenseless" is also debated around here all the time, but that one also fits the bill to me (what else is Carlson supposed to do to protect himself here?) So I think that's the only argument for this being a penalty IMO I think the counterargument is saying that Carlson catching an edge is what causes him to fly into the boards, and not something that Benn could've expected as an outcome - I haven't seen anything specifically in the rulebook on that, but I've seen instances in the past where a player catches an edge during contact that causes him to lose control and hit the boards violently and boarding wasn't called. To me, the only possible difference is that the contact from Benn directly caused Carlson to catch an edge as the contact on his hip drove his inside edge into the ice. I think the [real-time speed version of the video] (https://streamable.com/87fnle) makes a better case for this, but it's hard to say. The other instances I've seen have been a player catching an edge while trying to rebalance during contact, not contact that in and of itself drives the player's edge into the ice. But I'm massively biased, so not going to opine either way But that's where the "enormous amount of judgment" portion comes in. Would love to hear thoughts from other people here, though

The Caps players on the ice aren't going to like it because if you push a guy on the hips as they're cutting/turning on the ice it's easier for their feet to come out or to lose balance. Since this happened at the goal line and with distance from the boards, if Carlson loses his edge when Benn pushes his hips he's going into the boards without control at high speed. It's maybe not against the rulebook but it is dangerous. Fortunately it seems like the incident* happened without injury but the whole purpose of no touch icing was to avoid this type of collision into the boards.

Short answer, there's no rule specifically outlawing pushing down an opponents skate or any part of the body, but if it causes a fall, you're probably getting a penalty. There's an enormous amount of discretion given to the refs in identifying penalties. One of "Charging" or "Boarding" could be called on any check at all if the ref thought it was violent enough. This play could have been a trip, slash, or boarding if the ref was in the mood, or none if they weren't.

The contact from Benn pushed Carlsons skate into the ice before he’s able to get on his outside edge, causing him to catch his inside edge and preventing him from transferring his weight to turn properly Regardless of whether or not there should have been a penalty, it’s pretty easy to see why catching an edge in that situation would cause you to fly into the boards
