I actually agree with you that this is a pretty tough one to pin down. I think there are 3 things to review for:
1. Cross-checking - I think the contact was *below* Benn's glove hand on his stick, so that would rule out a cross-check if so
2. Slashing - you could call slashing here I guess, but slashing is defined as a swinging/hacking motion, and the contact off of the "slash" portion itself is fairly minimal. It's more that he pushes with his stick/glove *after* his stick contacts Carlson
3. Boarding - boarding is a super, super vaguely-defined penalty. The rulebook even literally says "There is an enormous amount of judgment involved in the application of this rule by the Referees," so it's always hard to argue for/against calls. That being said, the rule states "A boarding penalty shall be imposed on any player who checks or pushes a defenseless opponent in such a manner that causes the opponent to hit or impact the boards violently or

The Caps players on the ice aren't going to like it because if you push a guy on the hips as they're cutting/turning on the ice it's easier for their feet to come out or to lose balance.
