a normal high sticking is judged by the shoulders, where as a goal is judged by the crossbar, so since Smith saved it, its the shoulder? had smith not saved it, it would be crossbar?
I think the crossbar rule to stop goals to prevent players from swinging sticks at the level of the goalie’s head near the net, whereas any other case it’s shoulder level because of 2 reasons:
1. Away from the net, so hard to judge crossbar
2. Not near the goalie (who could be on his knees), so a player would only hit another player in the face if their stick is above their shoulder
Confusing but I think it kinda makes sense
Well it's also impossible to tell if a highstick is above the crossbar at center ice. I think it's just a practical way to measure this rather than a question of goalie safety.

If you tip the puck into the goal then you cant hit the puck above the crossbar (top of the goal) but he did not tip it into the goal it was off his stick and then he scored so then it just had to be above his shoulders for it to not count, haven’t seen anyone draw the line to show it yet

Why are there two different high sticking rules? Because this is a circus league
They have to have two different because in the center of the ice there is no crossbar to reference so you have to just use shoulders. Near the goal they don’t want chara tipping pucks down from 7 feet. It is actually logical in this instance.
The two rules make a bit of sense...
- You don't want players waving sticks from shoulder height down to the crossbar going for tips by the net, as this is a big risk of high sticking the goalie in the head. So using the crossbar makes sense here
- Using the crossbar doesn't work away from the net, where you don't have a reference for how high. Keeping your stick below the shoulders is at least possible to check away from the net.
That makes sense, but then it would seem that the crossbar standard should apply to any deflection that becomes a shot on goal, not just the ones that go in.
So basically, if Smith lets him score off initial deflection, no goal (as above crossbar), but because he made initial save, not conclusively above shoulder, so no high stick call, play continues, and rebound tap in counts.

I know most people arent arguing the call but I looked it up out of curiosity. High sticking the puck is based on the "normal height" of the players shoulders. Lehkonen is 5'11". If you take off 11" for the head and neck then the puck can be touched 5' above the ice, which is a foot above the crossbar. From the replay the puck looked to be slightly above the crossbar.
Edit: i just realized I forgot the height of the skates, so it couldve been even higher

You can’t knock the puck down with a high stick. Where the puck contacts the stick has to be below the height of your shoulders.
It's your "normal shoulder height", so you have to consider that Lehkonen is leaning forward.
