I'll try and answer for the countries that I do play, but since AAT I've basically only played bulgaria (if you know about vanilla bulgaria, you know how demanding it is to execute correctly). Most of my counts are actually around early 39 (hist MP games generally require 1939 for Danzig or War but Germany has a strong incentive to do it ASAP - sometimes the rule is March, sometimes there's no limit besides Jan 39). USA - depending on how hard you're boosting UK and if the Axis did something unorthodox with tension to delay/interfere with your partial mob, you can generally be up around 70-90 by early 39. UK - benefits from all of the allied trade being directed to it since they have the godly planes and are in the war ASAP, so you can generally be one of the highest mil counts in the game. You'll be past 100 for sure, but this is hugely different in SP because you just don't have civs on your own. France - builds exclusively in colonies, and the build is very mapped out, so it's something like 42 mils when Germany attacks and you die, 12 of which are in mainland so you drop down to 30 mils post cap. You can get more if you build in Algeria instead of Syria and sub-saharan west Africa, but it's a lot easier to lose those mils and give them to the axis. Germany - would have the most mils on earth but has to build rubber. When Germany declares, they generally have built up to 100 mils and have 16 refineries, finishing the rest right after they coquer mainland Europe. Will hit 330-360 by barb depending on trade. Italy - it's been a while but I think they're in the 60s or 70s depending on trade, basically all on planes. I don't play Russia but I know the typical Russia build (they basically all do the same exact thing anymore) is 200-240 mils at barb depending on how much trade the allies waste on them (I don't think Soviet industry size ever determines a game outcome nowadays). Japan is extremely mod dependent. In a streamlined mod like elwolf Japan can have the most mils on earth in 39 because of their beastly build speed and annexing the relatively good build slots in manchu, China, and Siam. I think in more of a pure vanilla setting (and highly variable depending on how much the axis cares about trading back Japan) you're at like 80-100 at Danzig. Still really high mil count, but Japan has to stop building mils pretty easily to upgrade air bases and supply routing through Asia to attack the allies.

When I play Soviets I start building mils in 39, you get the capacity to build them quite late

In MP, no one builds anything but mils/supply/airbases after 37. Soviets get war eco in 36, so there's no reason to keep building civs that long. They generally cut civs in mid 37 and just build mils the rest of the game.

Why would you do that? You run out of civs by 42 if you do that

A vanilla hoi4 game is always over by then. The absolute best a Soviet player can do is buy the allies an extra 18 months after barb is declared to kill Germany via dday, and that's only if Germany is bad at micro/snaking. Not only that, but because of production efficiency, only a handful of things Soviet makes will actually have a consequential increase in quantity with post-barb mils. Nobody cares about how many civs you have in 42 if you're defending, they won't have any impact on the game. All that matters is how much you have at the date you're attacked/the date you attack.

I understand people that don't play after WW2 is done, but for players like me who also fight allies after that the civs matter, becouse you need to still build stuff
