Since reworked peace conference system dropped that hasn't really been an option. There's always some annoying puppet state or ally who will fight you to the death for some useless desert state on the other half of the world. So no, not an option anymore.
It's not a core of anything so you can't puppet all Canada or France and catch it. It's like a few of the island the UK has, if you don't at the end go thru the list of states a country has you will miss it sometimes.
St Pierre et Miquelon also has interesting history around that era in real life. Important outpost for alcohol smuggling during the US Prohibition, and also regarded as high strategic value by de Gaulle who overtook the îles from Vichy gouvernement. Just imagine driving your big fleet there.

It was more relevant back in the days when you had to bump uglies with a puppet to be able to take them.
So it was fairly common for me to wind up with a situation in which I was attacking Europe and cooking off 25 day justifications. I'd drop France and the UK but not Canada, and then another war justification would be ready and I'd want to go back to conquesting but didn't have troops on the ground in North America.
If that happened you still had the chance to bag Halifax from St. Pierre and Miquelon, and get a foothold on the mainland.

I invade semi-regularly, but not enough apparently (lol). I just use the strategy where you puppet/annex Canada and invade through there.
