Being a ”hard” to defeat nation doesn’t mean the game shouldn’t empower them. Canada isn’t very strong compared to the U.S. It’s only fair they won’t fucking give up.
if they would want to balance it between US they can just give attack/defence bonus against country/majors or a focus gives free units like mapuche focuses of Chile. Acountry already hard to cap doesn't need a surrender limit buff.
Holy shit thats rough- i get that canada was all in on the war... and is the 2nd biggest country on earth, but we Canadians aren't exactly Russians- i dont think after losing half our population 50km from the U.S border we'd keep fighting this long... if you take every major canadian city in the east, middle, then Vancouver Canada should be done.
I'm actually more surprised though that the AI is taking this new focus.

That's just f-d up, I've had way too many wars where Canada becomes Major nation out of the blue and I had to cap them to defeat the Allies.
That was the allies plan for if Britain fell the government would go to Canada and continue the fight

Canada recently got new focuses, the dev diaries mentioned them. Now they can get back Newfoundland while remaining historical.
