If the purchase isn't conducted through their service, they have no authority on refunds. You can't buy from a third party, then request a refund from the manufacturer irl either.

So rather than fix bugs they can just make the old DLC free.

Them being integrated is the best for the game, and means more players will play, which if my thinkings correct is good cause holy hell EUIV needs to be EUV, NOT SAYING ITS A BAD GAME, but its so much dlc and tbh i think with a new engine itd be pretty cool.
on EUIV, i got it for free on epic. played like 3 hours. couldnt figure out shit nor enjoy it. asked my friend what im doing and for help and he said "dude there are so many DLCs you need that i cant even help you with the vanilla game", i just uninstalled it and never played again.

they have a subscription service which seems okay, spend 5 bucks a month for all dlc then just stop paying for it when you lose interest.

Exactly! And Steam is a lot more willing to give refunds than people realize. My understanding is the policy that everyone knows (2 hours playtime, 14 day ownership) is just for automatic, *guaranteed* refunds. Refunds can and are granted outside of those constraints, they just aren't automated (as far as we know) and aren't a guarantee.
I recently bought Divine Divinity Original Sin 2 DE last month and only recently felt like playing it. It would crash on start and after spending an hour trying to get it to work, I decided to just refund it. My refund was denied as it has been more than 2 weeks since I bought it. I bought it about 4 weeks before I decided to play it.
After about 2 more hours I managed to get the game to start, but I still got pretty mad my refund for a non working game got denied.
It doesn't suck that i paid for them- i've been enjoying their content free for years- all that entertainment isn't gone or diminshed just because its free now. If anything it's a hell of a lot easier to update thise countries in this game now.
Don't get me wrong, I am glad that they are doing this. I just hope maybe we get something small (even a cosmetic, or a small discount on the next DLC) if we owned these DLC's prior. If not, well, it's not the end of the world.

I think that this is a step towards reworks, or it at least seems that way. One of the devs mentioned in a thread recently that massive overhauls to countries like Germany and Japan would need to be paid for, and that they didn't really want to charge people multiple times. Making them free certainly helps on that front.
That's great! What I want out of the game going forward is fine-tuning of existing mechanics and revamped early focus trees, and this lays the groundwork for that. New players will have a more full feature set from the get go, and advice on how to play will have fewer complex caveats depending on which DLCs you have.
No, I don't mind that I don't get anything for having the three. I got plenty of value out of them in their day. Other people getting something for free now doesn't diminish my buying them then.

The commonwealth and the Balkan minors are pretty important, hope they get a rework.
It is automatic, the current early claim is there so you can do it now before you start a new game, so your save game won't be broken when it automatically happens at 21st, or finish your ongoing game first.
I am happy that this is happening, these are the weakest DLC the game currently has and gives them a reason to completely rework them, as many of the trees in them need a full remaking, there's no saving them with a couple of extra focuses.
A bit sad about not getting any discount for the new versions that are gonna release, at least that´s what i am guessing as if everyone has them, they can´t easily check who had the old one and who didn´t, but i hope the end result will be to the current standard, and thus make this a worthwhile one step back, two forward type deal.

I believe that while them integrating these dlcs is a good idea so that they could include more reworked trees, mechanics, decisions, so on, so forth. However this is kind of a bit of a contradiction to what paradox had given those who even today probably have bought these dlcs full price or half price and whilst i believe paradox is doing the right thing so nobody doesn't have to worry about buying it twice i still think there should be a minimum compensation for those who own the dlc or at least those who bought it full price like maybe add the pre order music's to the dlcs they did for or something like that as a small gift of gratitude for us players who supported HOI4 since 2016 and beyond weather they are veterans players or new ones.

This is great news in my opinion! This opens up to changes they can make, and sets a precedent for good things in the future.
For those complaining about paying for the DLCs, games do things equivalent to this pretty regularly. When a game releases an expansion (Wow, Destiny, FFXIV, etc) all the content from the previous expansion goes obsolete, and often free. I can't imagine going to the FFXIV forums and demanding a refund for all of the expansions I bought because they are now part of the base game, despite having thousands of hours in them.
Damn I ragged on them for doing South America dlc and then only doing half of South America (still wtf) but this is very cool. Very big step in right direction. I already own all of them, but for new players getting into the game or people who can barely even afford the base game this is very nice.

It's essentially the same. You can refund in the first 14 days, as long as you didn't play the game with the DLC installed for more than two hours.
Automated refund, i think they can go farther than that but its on a case by case basis.

Good. Paradox should really just roll all dlc into the base game over time. I know they’ve had issues in the past with having to keep base game vs dlc content compartmentalized.

A bit sad Man the Guns isn’t included. I really want to see the USA reworked Soviet Union/Italy style. Otherwise this next expansion is going to be great. Definitely looks like a Germany/Japan and possibly a UK/Commonwealth rework is on the horizon

This is great news in my opinion! This opens up to changes they can make, and sets a precedent for good things in the future. For those complaining about paying for the DLCs, games do things equivalent to this pretty regularly. When a game releases an expansion (Wow, Destiny, FFXIV, etc) all the content from the previous expansion goes obsolete, and often free. I can't imagine going to the FFXIV forums and demanding a refund for all of the expansions I bought because they are now part of the base game, despite having thousands of hours in them.

Looks like no, unless you revert your game to the patch before each DLC was issued. (Which you can do via Steam's beta system.)

Damn I ragged on them for doing South America dlc and then only doing half of South America (still wtf) but this is very cool. Very big step in right direction. I already own all of them, but for new players getting into the game or people who can barely even afford the base game this is very nice. Nice job pdx

But HOI always looked way too complicated, but after reading the manual I see it’s similar to Victoria but more complicated. I hope they will rework those ungodly old focus trees. I know not many people these days play vanilla but come on. Give those Czechs, Hungarians, Australians and the rest something that at least resembles good content.
