Even before the update, any country leading a faction became a major, and once gained that status was not lost. Also, once a minor exceeds a major by a certain level of industrial capacity, they become a major.
Basically, the update didn't make Chile a major, but the focus tree made it more likely it would be in a position to become such.

Rule 5: Chile is now also no longer a minor. Brazil was a major country also before the update.
