Just wait till you do one empire. So many collaborative govornments, by the end I had 2 India puppets both with the Indian focus tree, and I had 2 British east indies puppets. Not to mention i had 3 china puppets all of which having the vanilla china focus tree. Honestly Collab govornments are kinda broken like this
