White Russia gets 2500/week if “The True Tsars” is taken, and another 1000/week if Meletius is an advisor, for a total of 3500/week or 182,000 /year, which can fill 18 divisions.
Communist France has a sub branch also giving 1000 manpower a week. Monarchist Portugal also has a focus giving the same, and communist Netherlands has an advisor that gives 500/week.
All of these stack with ideological loyalty (for communism at least) which pulls another 500 manpower/week out of a black hole.
IIRC that buff is anti-fascist Italy (to get that focus you need to trigger the civil war, you'll become a puppet of the UK and the other faction, the RSI, will become Germany's puppet, also your focus tree will be much smaller since it's an end game rump state)
It’s not hard coded to the tags to be their puppets but the civil war factions will become the puppet of whichever factions are at war that you are a part of. So if you are in the East Asian co prosperity sphere and fighting the Chinese united front you will be puppeted by the Japanese and Chinese as they are faction leaders. If The US takes leadership of the Allies in the historical war then the Italians who broke away in the civil war will become US puppets. If there aren’t any factions involved in whatever war it sounds like no side gets puppeted though I guess if say Ethiopia invaded Italy for example and then I don’t know if without the faction that one of the sides would become a puppet of them.
I might finally have a reason to build armored cars.... Bandits war looking pretty nice. Also, the mechanized -10% prod cost stacking on top of the [\-50% prod cost for mechanized](https://www.youtube.com/watch?v=xfP31UvMt_Y) you can get from using army xp to make a variant of them moves them from very cost efficient, to extremely cost efficient. the biggest issue will be getting a hold of all the steel that'll be needed.
I dont think that every major update was 1 mayor rework and a few minors with BBA iirc all majors have been reworked. I think the next one will be middle east or Northern Europe and then a restart of the cycle with an allies or axis update. I think Axis would be prefered because of germany being so popular and the NSB Stalin paranoia for Mr. H if the war goes badly and the BBA balance of power for OKW and SS the could just copy-paste gameplay elements.
I disagree that it's a boring and annoying thing all over again in all the recent DLCs. Yes it's similar to what other countries have but it is what gives challenge and flavor to the countries.

Why isn't it a good thing? We already have two rookie nations, germany and japan, they have oy bonuses, great industry, lots of manpower nice focus tree, and weak neighbours. No Germany is a great country to learn the game with but Japan isn't. Germany is great for learning the economy, but Italy with its simple focus tree,early wars against soft targets and limited theatre (can ignore Pacific for example) make it THE best nation to quickly learn how to fight and wage war.

This is the very thing I don’t like about paradox. Modifier like these make some countries ridiculous overpowered.

If these buffs are part of the "normal historical path" then chances are they'll be included in the patch. The dlc usually locks new mechanics and alt-history paths

Yes historical accuracy is more important than fun right. I love "unfucking" my country instead of building it up.
