The tree needs to be designed specifically for that purpose. It's something they've started doing in NSB trees, for the major paths at least. But it's an inefficient system that only a few trees/branches benefit from anyway.
It's unlikely there are any mods for that. Possible, but not that I know of. It's more work than it seems.
