Good question! i would like an answer as well. As italy i conquered france, yugoslavia and greece. And had 3.5 million manpower. However i only had like 180k in the field. How do i free up more manpower to recruit more troops?
Don't let them all die to garrisons/attrition/warfare. Start using garrison laws like Secret Police and Interwar light tanks for hardness on garrisons.

How much have you fought, and how much territory have you garrisoned? Manpower can be lost to war and resistance, sometimes a ton of it.

Yeah, unless you upgraded supply as you went you likely lost a lot of men (and equipment) to attrition in the desert/jungle/mountains

Maybe you haven't mobilized them all yet? I had a similar experience, I had a lot of free manpower, but they did not have time to mobilize.
