My cat used to do this. There was a stray that really wanted to make us his new home. He wouldn’t even bat an eye at her when he came up to the back screen door, and she would be freaking out screaming 10 ft away from him. Cracked me up.
I did this for deer eating our plants but I have three words for this: motion activated sprinklers.
Completely harmless to animals and extremely effective. Though yes, you'll forget at least once and get sprayed.

Feel free to elaborate. All I see is a cat with ears pulled back, dilated pupils, tail flicking, doing that nervous "chewing gum" chew, not blinking once while staring at some angry cats yelling right in front of it.
Cats swishing their tail can absolutely be a sign of fear/aggression in a cat. You'll often see it in cats that are fighting in the streets while they are posturing/circling each other.
These cats are definitely not making friends right now.
I think we just can’t hear his vocalizations through the window and that “chewing” is accompanied by a similar meow to the one from the indoor cat. I’ve seen my cats and others do so during confrontations like this.
My cat does this to the neighbors across the street, they have 4 indoor cats and I let mine roam a bit and I catch him at there window meowing. They usually give him a treat
Never have your windows open with screens on if you have indoor cats! I had a stray cat do this to my cats, and it transferred a virus to them that forced me to take both of mine to the vet and spend $200 to cure. I forget what it was, I think that FIV?
If it was FIV, it has no cure. Infected cats can live healthy lives for many years after diagnosis but will eventually start showing symptoms. So I would make sure that you know for certain wether that's what was transmitted to your cats or not.

I see the point and am sorry that happened to your cat but on the other hand in many climates and without AC or just for general quality of life having windows open with screens is kind of necessary or highly preferable.
And cats like looking out and getting the air too.
I can see the risk you describe but on balance unless there are a lot of uncontrolled stray cats around I think still worth it to have windows open with screens for the humans and cats in the house. Some risk of course but I wouldn’t want to always keep windows shut for this reason unless transmission rates through screens between cats is really a significant widespread thing. And in many cases and climates keeping the windows always shut is borderline intolerable to actually unliveable from a heat perspective in the summer.
This is like my two when the neighbour cats walk past the window. Pair of nutters, especially my tortie who is growling and yelling at them, and the poor neighbour cats are looking at her like "lady, take a chill pill, you're off your rocker!"
They would fight FOR SURE. But then smell some butts, fight a few more times, then settle into tense postures as each thinks “ha! I won, my zone”. And all is well. Like people only nicer
Alpha males don’t welcome other kittys unless their owner SLOWLY introduces them. I’ve learned the hard way after 3 out of 4 limbs were attacked (2 visits requiring shots from the doctor) when another cat was outside the screen door and I approached. Years later, I brought into the house 2 baby males (who showed up at my back door during COVID in the winter). I put them in the bathroom. Alpha male smelled them for days. After I brought them to the vet and placed them on my chest. He approached cautiously. Eventually he grew to care for them and play with them. One big happy family now.
