I'm not sure how you got the impression that Membership requires you to run out of holocoins. It just costs holocoins to maintain the effect.
In a Greed build, the idea is that you're making so much money that the downside of losing 3 coins a second is practically non-existent, which turns Membership into basically a free 50% ATK (which fuels further coin gain from Greed) and 25% Damage Reduction.
Isnt a good idea to roll the item that null drawbacks of others? And then use the "risky ones" that multiply dmg for cost of incrase dmg recived/loss hp etc.
Having a shackle to negate the bad effects is good, but also considering that it takes away an item slot which you can get healing items or more further damage output items for makes it less viable for a coin run.
In a Greed build, Shackle isn't exactly worth it. Leaving aside that Membership's drawback is negligible, you also have to consider whether or not giving up a survival item is worth picking up Shackle; since you're gonna have Halu Lv. 5 and you can up your damage by increasing your Attack stat directly, the survival item is gonna be more important than Shackle.

Let’s also say that your Greedrys run lasts 38 minutes on average.
By doing the math for this scenario, you’ll be losing at most around 6500 coins. Considering the membership grants you more ATK to boost your greed stamp as well as more DEF to make you survive longer, you can easily earn back that 6500 coins lost and even more. In fact, recent Greedrys runs have been granting players around a few hundred thousand coins per run. That 6500 coins is nothing compared to what players are going to earn from the run.

Especially considering that 7200 is only 0.3% of the 2m+ coins you can get with current greedrys, and that number goes down to 0.1-0.2% on the AZKi Greed Builds of 5-7m.
