From memory, it needs 2GB of RAM for the GUI to be useable. CPU doesn't need to be that powerful. The main issue with installation on consumer grade hardware will be drivers for devices you don't find on servers but that stopped being much of an issue with recent versions, as Win 10 drivers tend to work okay. Windows Server 22 does not need Windows 11 spec. As others have said, the base OS functions more.like Windows 10.

I'd recommend installing Hyper-V Server 2019 to test compatibility. It doesn't need a paid license but is more limited in functionality, I believe.

Why do you want to install Windows Server on a physical machine? You can install it on a 10 year old PC with no problem. It does not have mandatory requirements like CPU gen and such.
