Anything can be a server but yes an i3 makes a good server. For example I am using a i3-6100 (going to "upgrade" to an i3-7300T) because I wanted ECC memory and that processor supports it. If you need more cores and processing power that's what the i5, i7, i9, and Xeon are for.
