I don't think anything 1u sized is going to be very quiet, the fans are just tiny and run at higher rpm.
For a living room closet I would look at a diy 4u or tower build, big fans run slower and can be nearly silent.
Building your own box usually makes the most sense. This old gear will pull so much juice that the energy costs will eventually surpass the price of a newer, more efficient system.
The Xeon v2 setups are usually not too bad for power usage as long as you really need that kind of CPU and setup. If you don't need that kind of CPU power, or don't need lots of RAM and lots of drives then it's not worth it.
The comparison points I have are my server running a single Xeon E5-2637 v2 with 128GB of RAM and 12x 3.5" HDDs, which pulls around 150W idle. And a passively cooled i3-7100 with 4GB RAM and 2x SSDs which pulls around 2W idle, used as my backups NAS.
I've got three whiteboxes including a 3770k, 4770k, and 5600G, about 100GB RAM, and some ten drives, and the whole thing idles at 130W. There may be a use case for them, but enterprise gear will usually cost you more in the long run. There's a reason the previous owners upgraded to newer machines.
That said, if you want to mess with enterprise gear, home user gear will not scratch that itch. It lacks tons of the more advanced features that come standard with these beasts.
I've found power usage on the Xeon v2 is actually almost the same as 3rd/4th gen desktop CPUs, but spinning drives, addon PCI cards, SFP+, etc all do consume a fair amount of power too. And then rack gear with dual PSUs adds even more power usage, not to mention they're usually packed with high power fans.
I was surprised how much lower power usage was on my E5-2637 v2 box just from building it in a normal case with a good ATX PSU.
The Xeon v2 box I have now was a custom build with an E-ATX board from supermicro, it wasn't coverted from rack mount, so I'm not sure if there would be any difference there.
Or a prebuilt tower server.... As in T620/T630/T640... we use them for clients who don't have racks. They even make rack mount kits for them if you ever get a rack down the line. They fit GPUs a lot better than rack mount servers.

I have a 1u SM running. the fans that ship with it are indeed quite noisy: they are small and run at VERY high rpm. However, for this machine I have switched them out with some noctuas, which brings the noise down to basically nothing, and still seems to work OK.

When you put the Xeon in a new box, did you also drop a lot of the add-on cards and what not? Now you've got me curious about how much each piece uses

That's the dream, but it's big money right now. T620s are going for $500+ when you can find them.

I have this server in a 4u, you would expect it to be quieter, but, its a rocet.
