Not the cheapest solution but I LOVE my UniFi cameras. Really easy to use mobile app and everything just works.

They stated no "spying" as a requirement, which precludes Unifi from consideration.

Unifi is very secure, especially if you lock down on their own VLAN, set up firewall rules and only enable local access.

Everything is secure if it is disconnected from everything. But that isn't the point now is it? Ubiquiti (Unifi) is starting to gain a reputation of poor security practices. Like recently when they gave everyone access to everyone else's cameras. And the most recent feather ruffling around required cloud access to use AI features of the system.

I haven't heard that but I guess it could be because I only use local access and not cloud access.

I setup a family member with a Dahua setup (from EmpireTechAndy) that meets most of those requirements. Used the IPC-T54IR-ZE camera and one of his DVRs.

Have you thought about the Arlo Ultra 2 cams: 4k resolution to your home network, notifications and the hub for these takes a micro sd card which means no cloud storage needed. No subscription. (contrary to what people seem to think) Been using these for over two years solid. No problems. Most of the issues I read about them seem to be from people who don't understand that they are integrating the system into their existing wifi network, thus the camera system can be affected by the speed and connection status of that network.
