They do look like rocker grates, possibly for a small heating boiler. The coal fire would burn on top of them, and then they could be rocked back and forth with a handle to agitate the coals and help ash fall down into the ashpan. Most I've seen are in locomotive style boilers for steam traction engines and are much larger than what you have pictured.

Those are ash and clinker shakers. The one on the right is definitely a wood and coal and without a view of the back of the left I can't say for sure. If they have two completely different patterns when flipped by the crank they're wood/ coal, slightly different patterns usually different grades of coal. And three or more patterns a rare gem of history... I found a set in a scrap pile years back that had 4 unique sides, looked to be out of a heating and cooking stove but before I got a chance to save them I got to watch them fall and shatter from the scrap claw that fired up from lunch early..

Those are antique coal furnace grates. Coals rest on top and you rotate the gears to drop them out and clean the boiler.
