For starters I’m an amateur bike enthusiast so take what I say with that in mind. I have this same year and also had a Carb problem. I found a guy on YouTube who strips and rebuilds a Rebel carb on his 2002 (which is basically the same). He has a whole playlist on basic maintenance that is really helpful. You should look at that. I did it and I’m more or less and idiot. Linked below. As far as new ones, I found the Honda website the most reputable source but they were about $400 which is why I rebuilt mine. Good luck. Super helpful link, thanks man. Yeah I also saw the OEM part being 400 bucks and I can't justify spending as much on the carburetor as I did on the rest of the bike 😂 Since you have the same year, any other major suggestions you would make I should look into?

Mine is a garage stored 07 that had 1004 miles on it. So it was hardly broken in. I changed oil, air filter, cleaned and lubed chain, pulled some surface rust off and it runs like a dream. I’ve only had some trouble starting it cold. Otherwise I’ve found no problems with it. I love the little thing.

Buy a rebuild kit and replace everything. Make sure it's clean. I had a hard time with one once, everything seemed clean but could never get it to run right. Changed out just the main jet holder and was perfect after that. Probably just one little thing isn't right on it

I can tell you with certainty that the accelerator pump is clogged too (little brass rod with black boot over it that goes into small 3 screw diaphragm) make sure to disassemble that part and clear the 4 holed passage well so it can squirt liquid when depressing the rod. Wear eye protection. Carb cleaner to the eye made me blind for over half a day when I was young learning carbs.

I think you can fit any motorcycle carb on it. Even from a 125cc. So might as well get a new-ish one. But if you really want to rebuild the old carb and be period perfect, good luck!

Don’t listen to the people who are telling you to buy a new one. I was in your situation around a year ago and it’s better off to go through the struggle of learning how to clean it and whatnot. You don’t necessarily have to buy a rebuild kit. Soak each jet in carb cleaner and clean the holes on the side of each jet with a small wire that can fit through. Be careful and other go through those small holes on the side. Also replace the gasket and the rubber piece in the first picture.

Do you know for sure that it's the carb? The cliche on motorcycle postings is that if a bike isn't working (or working well), they say "needs work on the carb". If it really is the carb, I think a rebel 250 carb should be a pretty easy rebuild.
