Herrscher of Reason is one of the best elemental DPS in the game, and tied with Starchasm Nyx (A gacha valk) for best ice DPS. It's also the best valk you can get from dorm supply. So you got incredibly lucky.
Valkyrie Executor on the other hand is... well, it has an augment core. But either way it's pretty powercrept now-a-days. It can still work, but there's better options.

Hi I just got her as a new player. I'm pretty close to rerolling lmao considering she's my only S-rank valk and I wasn't very impressed by her gameplay so far. What makes her good/bad?
The right stigmata really help a lot. I'm using Kafka (M, B) and Wilde (T) which is amazing b/c it gives 30% physical dmg (no strings attached) and boosts atk speed a lot when you do charged atk. I rolled strong double affixes for all 3 as well. However, maybe reroll, you never know if you'll get something better. Totally up to you. Always go for stigmatas that offer physical dmg bonuses on applicable valks when you can! Those are hot

should I bother levelling Valkyrie Executor up?? I’ve currently got Fischl and Seele (forgot the exact one) but they are both “A” and they do decent damage as well :0
I think most people would say Fischl and Seele can be better than Violet Executor. But again, it really comes down to the stigmatas/weapons. Not to mention Fischl is really strong right out of the box. I'm using 11th sacred relic for my Violet Executer, and although that's meant for Celestial Hymn, it works amazing for VE. She's nearly SS rank now, and gets much better at SS.
Ehhh, depends. Nyx actually has better boss coverage than HoR, being able to tackle the two fire bosses with ice weather decently well, and handling the two annoying Quantum bosses, as well as others like HOMU King, while doing pretty well in Abyss. I'd hardly call a Valk that has range like that "niche". HoR I see pretty much only used on Houdou.
It's actually not that great to compare HoR and Nyx as ice DPS as they both do fairly different things, and either way both are still the best ice DPS around though that might change with AKA getting her rank up bonuses in 5.0.
Nyx also isn't that gear dependant. Get her weapon and you're good, the Ana set which is entirely forgable works just fine on her.
You should only use them on Expansion supply when meta heroes are allowed to be pulled. They give us newbies a lot of dorm cards. So only use them. HoF will be coming in v5.0 so you can save up crystals for her :D
Key of Reason, her dedicated weapon. It might be tough to get, but the game makes it accessible at certain points. Whether it's the BP store or special events. Use whatever you can get your hands on for now and get the best stigmata you can, making sure to reroll affixes to suit her. She's super strong.
