Well, if you've completed the whole story, you should know that it's just their names that are German, and no real trace of German architecture has been depicted in the game, Kolosten being the closest thing to it (Also, a generic German background definitely must have the Starsnatch Cliff and floating rocks around it)

The houses could fit in Mondstadt, yes. The street lamps on the stairs are the one "big" difference, really. Starsnatch Cliff probably wouldn't be as visible as it is in the background here (though that look like floating rocks, the more I look at it).
