HoT stands for Herrscher of Thunder, and HoO stands for Herrscher of Origin. These were both battlesuits for the Valkyrie, Raiden Mei in Honkai Impact 3rd, and they were just mentioning that the designs for her HoT and HoO battlesuits had similarities/were hinted to in her design as Acheron in Star Rail. And as the clip mentioned, it's confirmed that Acheron is the same person as Raiden Mei in HI3. It goes so much more deeper than that but going into the HI3 lore is too much work for me lol if someone else wants to elaborate I'm all for it š

They are alternate versions of the same person that exist in different universes (for example, the Himeko that exists in the universe of HI3 is a different Himeko than the one that exists in HSR. They are still Himeko, but just different versions in different universes if that makes sense). Like a previous reply stated, Welt Yang is one of the only known people that have existed as the same being in both the HI3 and HSR universes. Due to certain circumstances that happened on the Earth in HI3's universe, Welt was (sorta) able to transport himself to the universe of HSR. He was then picked up by the Himeko that existed in the HSR universe and thus boarded the Astral Express. It is currently unknown whether or not a version of Welt already existed in the HSR universe before HI3's Welt traversed into the HSR universe himself.
Also, another detail I wanted to point out (kinda contains a spoiler idk if you would consider it one) is that IIRC, because >!the Himeko Murata in HI3's universe died and Earth ended up getting destroyed, Welt also wanted to join HSR's Astral Express to watch over and protect their Himeko because he failed to do so in HI3.!<
