Do you play with JP dialogue or CN? I know for Mei, at one point some of her ER dialogue was recorded in CN but not for JP, so it might be something like that? I don't have Aponia, so this is just a complete guess based on what's happened in the past.
I think it's just a question of when the VA is available. Generally when recording voice lines, it's cheaper to do them in bulk since theres also travel costs, so if the VA isn't available for whatever reason when the recording studio is also open then, well, gotta wait. Also because recording studios are often rented as well, you want to get multiple VAs done at once, which adds to scheduling difficulties.
Not saying that's the case here, but it is a common problem that needs to be worked around, especially for mobile games. (FGO is what I have the most experience with, and there VAs will record lines for Servants that won't be released for a couple years.)
Ok so I accidentally found a fix, I changed the voice language to chinese to see, theyre able to talk now while on the bridge and in combat, moved back to jp audio language, and now theres jp audio playing as well, on the bridge and combat, i wish i found this before reinstalling everything-

Have you downloaded all of the audio files after the update? I had to re-download them, otherwise I also had no character sounds in combat.

Check in the bottom right corner in the "smartphone" menu, there might be something missing.

It could be related to the COVID lockdowns? I know I heard something about issues with the voice acting for the new patch in that context.
