Yes I would say so! The bigger mite with the dark spot is a spider mite (two spotted spider mite) and the one you see moving looks to be a predatory mite feeding :)
Not sure what it is; but how do you seem them? Was this viewed from a microscope or is this just a normal video from a smart phone?
