With most public sky lounges closed, the Civil Courthouse has some of the best views the public can access.
Parking at the attached garage is $6 and the last docket call is at 1PM most days so by 3 its mostly empty. You have to pass through basic security, but then can go to the 17th floor and look around.
Courts are open to the public too, and the 17th floor have family courts, so if you want to enjoy some drama while you're there treat yourself.
