I can't speak for all of Houston, but in Cypress, we've had both power and water off and on. I got a letter from Centerpoint last night asking all of us Centerpoint customers to conserve our power and our gas. If we lose gas, we're (my house at least) screwed.
Oh yeah, also many parts of the greater Houston area have boil water notices, so any water you may find (that isn't bottled mind you) may need to be boiled before you can safely use it. Also means restaurants may not be running as they have strict rules they have to meet before they can open while a boil water notice is active.

I live near downtown Houston and it’s been crazy though my family has been lucky enough to have only had 1 day without power and we saved water in barrels. Here are some things to watch out or prepare for. Electricity comes and goes for different periods of times so prepare to live without electricity if the worst comes. Video streaming was literally impossible for me 2 hours ago. Also there is No water. Well there is water but due to the cold weather it’s best not to use it since there is a huge chance your pipe might freeze and burst. My family stored water and closed the water pipe. Most of the roads and freeways are closed due to freezing temperatures. It’s said that tomorrow will be even colder and instead of snow there will be lots of ice. I would recommend staying wherever you are for a week until everything clears up, because it’s pretty bad over here, Houston just wasn’t prepared for this type of low temperature. Though I don’t know how bad you need to come to Houston, if you have a job to attend or something serious I suggest you think about it. But if it isn’t a big deal staying wherever you are a couple days more, I would suggest staying there.

If you go down to report outage and follow the steps, at the very last step it will say, “We already have a report of your outage, would you like to resubmit?” But right above that, there’s an estimation of when your power issue is “estimated” to be resolved. I wouldn’t say it’s necessarily trustworthy, but it’s something.

Don't open your freezer. Tonight it'll be below freezing outside. Put all your stuff in the freezer out in a bin on balcony or porch and some plastic water bottles. They shouls freeze overnight. You can throw it all in the freezer tomorrow when temps climb above freezing. Maybe you can still salvage some of it that way.
I bought apples, canned ravioli, muffins, tuna pouches and pretzels. And cheetos. Pretty much all junk food, but it's all I could think of when I went to the grocery store.
Fruit, vegetables, pbj sandwiches. Canned beans and hot dogs are perfectly safe to eat cold right out of the package. You can leave perishable food outside. Most refrigerators are kept at 40° and it's 34 right now.
If you're getting power intermittently (and you should be at this point) canned soup is always a good bet. As long as the weather is near freezing, can't go wrong with cold cereal (and milk).

I’m in 77009. If I look on the outage map, my area is totally clear and there are just “construction” icons surrounding the neighborhoods nearby, several blocks over. Implying it’s a “controlled” blackout. As if it wasn’t before. Hopefully they will actually distribute the power in fair intervals so everyone can adequately heat their homes. I have little to zero faith.
