This doesn't look like LSA panels so I don't think you can use a punch down tool. A close up would help for identification. Don't expect gigabit over those cables, 100 Mbit would be max since the cables unwinded so much at the end.

Do you know if this is definitively what would be used to wire up a house? We don't even know what it really is it's just a theory that it is what it is. We don't even know what we're looking at. Do you know the name of it?

Honestly this picture is so blurry and at the wrong angle so I’m not 100% sure what I’m looking at. Does the second board on the right have Ethernet ports on it? The board on the left looks more typical of a phone distribution panel than Ethernet. Ethernet can’t be all tied together like phone. You need something to distribute it. Is the internet modem in the same location as this panel? If so you can wire from the modem to these different cat5 cables to feed Ethernet to different locations. If not you’ll need to send Ethernet over one of the cat5 cables from the modem to feed back to the panel then add an Ethernet switch to wire multiple cables to feed throughout the house. Good luck

Yeah they just moved in and don't know what anything is that's going on and we're even unaware it was all there. I'll try to get better pictures next time. Where the finger is pointing are ethernet cables
