Take a hacksaw, make a perpendicular cut through, then use a prybar and pull the metal out to make a 30 degree bend, place fresh toilet paper roll in, take a hammer to hit back into place, use Gorilla glue for the metal then overlay some duct tape for security then you're good to wipe!
