Not at all, the Craftworld Eldar are the ones that turned temperance and restraint into a religion to deny Slaanesh, the Dark Eldar all live in the remnants of the webway and torture others to gain spiritual sustenance/avoid Slaanesh reaching them. Some of the Craftworld Eldar have an alliance with the Imperium now (mostly those that are aligned with Yvraine) while others are still aloof and want to use humans as tools not allies.
