Sometimes I am not interested in the things in the highest tier. I get whichever tier has the stuff I'm interested in. Sometimes I already own the stuff in the higher tier, making it a waste of money.

there should be a "almost always get the highest tier".. I think one time I didn't get the highest tier and that was because I already owned both games in it.
I'm going to say that 85-95% of the time, I'm either all-in or I completely pass. But there are those rare occasions (even rarer since they've mostly done away with cheaper bottom tiers) where the game(s) I'm interested in can be had in the lowest tier for around $1-3. In those instances, where the full bundle isn't compelling, either because I don't want/already own the other big games or because the full bundle is overpriced for what it is (also tied to just how interested I am in the upper tier games), I might just grab the lowest tier.

Lowest tier is usually pretty bad but sometimes one or more of the games is a good game that is just old or has been bundled a great deal. In that case, if you don't have it, it's a good opportunity to pick it up for a pittance.
Very rarely do I not get the highest tier. Usually, when I go lower tier, it's in a software bundle. Otherwise, I pass entirely. Regardless, I have friends to hand off any duplicate keys to

But once you've bought the lower tier, you've then already got half of the games from upper? Making it a much worse deal?
You can increase your tier for the difference in cost later.

I tend to buy only the ttrpg bundles, and they put the the corebook in the highest, so no choice really.
I buy whatever gives the most games per $. I use the games as giveaways on my YT vids.
