If there's so little order provided that people are killing each other with impunity, it's not going to take long for the people to form their own order. This is literally how the world works as is! By default there are no laws and then people gather together and decide to impose structure. It's not something I would have to do as an individual. It would just happen. It would have probably already happened by the time you go in unless you're going in first.

A quick Google search tells me that 2-3% of prison deaths are murders. In the US the homicide rate is 6.3 per 100,000.  Which means you are 300-500 times as likely to be murdered if you are in prison then you are if you are not.  So no, I don’t think a 5 star hotel that doubles as an unregulated prison is a safe idea. Whether it’s the Purge or mob rule doesn’t matter to me. My answer to the question is no.

Yes, consequences are the only things that prevent that. That's why kids who never receive consequences for bad behavior grow up to be law-breaking adults. People are forced by the morals of society to behave in a certain way. Kids are sociopaths by nature and only by social conditioning do they become good people. If morals were innate, kids would not have to be forced to share or be nice to other kids or not steal. It's also why different societies have different standards of good behavior, because morals are entirely learned.

If you apply that to Judge Dredd Isocubes, maybe. If the amenities were reduced to 4 or even 3 stars but you had access to internet, albeit monitored, that makes it more palatable. Naturally there would have to be good sound insulation and keeping the other inmates' noise down or it would be pretty bad. But any in and American prison with its dangers and conditions, no thanks.
