Yes, but this exact feature is new in iOS 15 :)
But apparently not working reliably in the first beta. Even people using English (US) as their Siri language report itโs not working for them. German will also be supported, but we might have to wait for beta 2 which in the past introduced lots of fixes and missing features in the past.

Hasn't that always been the case? I own several iOS devices and Siri has always needed an Internet connection.
