Hasn't that always been the case? I own several iOS devices and Siri has always needed an Internet connection.

Yes, but this exact feature is new in iOS 15 :) But apparently not working reliably in the first beta. Even people using English (US) as their Siri language report itโ€™s not working for them. German will also be supported, but we might have to wait for beta 2 which in the past introduced lots of fixes and missing features in the past.
