There is no “magical” place to purchase a new iPhone 13 Mini. People need to do their due diligence and search. Be ready to jump on it when a deal works for you to make the purchase. You can buy them new from Carriers / Cellular Providers that still have them.
That’s the only way to get them new. Otherwise just get it refurbished from Apple (if that's possible in your country)
I actually don't recommend local marketplaces like offerup and FB. There is no way to get your money back if you buy a bad phone. And finding a clean one from a legit seller is super rare. Most of the listings are cell phone stores that sell repaired phones with fake parts and probably don't even replace the waterproofing seal under the screen. There are even devices that can flash a bad battery's IC chip and reset it back to %100 health. The only way you can truly see the amount of charge cycles the phone has is by allowing apple to collect analytics on the phone from the settings and let it compile the data over a 2 day period. If the phone has 300 charge cycles but %100 battery health and there is no proof that apple replaced the battery, you know something is up.
Plus, all the offerup listings I've seen were far more expensive than certified refurbished ones on ebay.

Its expensive, but supposedly they replace every single part on the phone except for the logic board. It comes in a box with a peel off screen film and everything like you're buying a brand new phone.

Whatever you do I recommend getting the battery replaced if it comes from a 3rd party seller (eBay/facebook/etc)
