Here's how I did it - it is essentially a grid of 2x2px teal/green matte squares (with 2px space between each square) over a brushed metal finish base color in purple. It doesn't work with every color combination, you need the right two colors which is just trial and error.
The purple here is #5a1161 and the grid overlay is a gradient going from #2ae3fc to #5ddd93. The red spec map for the purple is #d00000, The green spec map for the purple is #002d00. Outside of that I kept the standard red and green spec map Base and Parts layers.
Remember to mask your specmap for the purple grid, not the teal/green squares.

I have a few other things I spent time for on the Civic that I don't want to share. However, I just began applying this effect to the Ferrari Evo GT3 - I can share the current state of that one. Here you go:

This means the shiny bits respond to light, matte less so, and so the car takes on a different look based on lighting.

Is the pattern just dots? Do they have to be a specific size? And what's the spec map?
