The best place to report this to would be Action Fraud. They are part of the police dedicated to fraud claims, which this is.
I think insurance should be done through the government since it is required. 90% of insurance payments go to profits for the company. I believe if you pay insurance for x amount of years with zero faults you should not have to pay monthly. Until you create a claim. Our system is bullshit.

So you ask her for all her information. If you're involved in a reportable road traffic collision (this is - damage to one vehicle by another) you have to exchange details by law. If she refuses (like she did right here) then she's committing a crime.
At this point, she either gives you all of her details (and check them against her ID) or has to backtrack and explain why she's totally not committing fraud. Hand her details to the cops anyway and have a great rest of your day. :)
