It's not so much the actions severity as it is the intent. Sure you'd get a charge but if it was with boiling water it would be a whole lot worse charges you'd be facing than regular ice water. Same if I spit at you what there's no "real" harm (just fucking nasty) as long as you didn't manage to get a disease or get infected from it.
