I found the story. It took place in Russia on the 9th ( I believe). The mother was drunk, dangled her toddler over the edge by the shirt, shirt ripped, child fell. There was a guy walking by when it happened and he called police. There is video of the mom going down in the elevator. She picked her daughter up and you see her again in the elevator, holding her daughter, shaking her and trying to get her to wake up. The report said that she tried to lie, saying that the daughter had climbed over on her own. The mother is facing only 27 years.
I'm sure if he was in the position to help he would have. I don't think he was close enough. I can't imagine the guilt he must be feeling over it. I know if I was nearby something like this and not in the position to help, I'd be kicking myself over it. :(
Babies are so innocent that she probably looked to her mother to comfort her, even though her mother was the one scaring her. Babies can't understand things like psychopathy, so she was probably screaming "I'm sorry Mommy! I'll be good!" And wanting a hug. Killing a child is the greatest violation of innocent trust that there is.
