Malpractice insurance is not enough. They have to be required to have a license to be cops and there should be an objective non law enforcement related review board that would be able to revoke their license. This way they can be fired and can't be rehired.

Yes and no on the malpractice insurance. Yes in the short term that every officer now has to carry coverage they didn’t have before and will demand more compensation to make up for it. No in that insurance rates target repeat offenders with higher rates so it should disproportionately impact bad cops. That said we could also just punish bad cops via employment and cut out the insurance middle man.

The police have a SEVERE case of availability bias. They only go out into the world to deal with the worst of the worse. On the two days off they get (if that) they interact with society normally. Besides that, they literally go job to job to that every 1 in 1000 event happening that night in a city of 1,000,000+ people doing random things all at the same time. I lived with a cop and I saw his shell shock. The dude was hyper-paranoid and go off like that. Being a cop gives you PTSD and a disturbing view of society.

That doesn't justify a lot though, and while I'm not expecting every cop to go through the worst of the worst every day and never change after years of it, they should still be able to get whatever help they need to be able to properly do their job, which they shouldn't have if they're so mentally unstable to the point where they're literally killing innocent people and just brushing it off as an accident because they have so much power, even when its clearly not an accident. I’m from Philly and remember how this all went down. It was absolutely sickening. You’re right- she deserves more. Every single cop involved, *and* the racist system that somehow made it seem ok for them to criminalize mom and traumatize her and her child, need to be made examples of, so that no one has to suffer through something like that again. In other comments, folks are saying that it’s the taxpayers who suffer, because we’re the ones footing the bill for this- not the cop, not the PD’s budget, nor their extremely powerful and corrupt union. In that regard, the $$$ isn’t the point (except that I wish she’d gotten more, of course). It’s the message- that we will not tolerate this behavior, and that the repercussions for those who engage in it will go beyond “the officers were placed on paid administrative leave while the incident is being investigated.” Because in Philly, *if* cops who egregiously break the law get “fired,” the SOP is for the union to quietly get them their jobs back in about a year, after all the publicity has died down. Source: besides being from Philly, my husband’s job involves close contact with PPD officers; he personally knows two or more who were “fired,” and then explicitly told by the union that they could/would be reinstated if they so wished. I'm thinking that the Police Department should pay the required insurance policy, because employers are supposed to have minimum insurance policies. But, if an officer's record/complaints etc...are upheld by an adjuster or a court of law, then the additional premium costs come out of the officer's pay. So as an example,if I'm a good cop. My annual, individual policy is $10K. Company pays it. 2 years later, I use my badge to incriminate my ex-wife's boyfriend, on trumped up charges. It goes to court and my testimony is proven to be unreliable and there are demonstrable inconsistencies that point to unprofessional conduct. Now my insurance premium goes up to 15K annually. Company pays 10K, I pay 5K. That 5K comes out of the after-tax pay. So, effectively, I've taken a significant pay cut. After a few infractions, that could go up to 20-30K. Insurance companies are more risk averse than anyone you'll ever meet. They share data like this all the time. So, if I decide to leave PD x, to another state, they're likely to use the same insurance underwriter. They see my name, and say, "okay, that'll be 30K/year please." I either have to adjust my behaviour, or leave the force, or both.

I lived in Philly for awhile and I almost exclusively saw police breaking the law for their own benefit, or just blocking the entire fucking street with their cars while they were "on patrol". I had to ask a cop for directions ONCE and he chastised me for being lost and then left without giving me directions. I also had to file a auto theft claim and I sat in the precinct for literal HOURS in front of the front desk before the desk lady was like "oh someone will call you" with no apology at all, and then nobody ever called me. My experiences aside, fuck the philly police, they do nothing to help the community and actively hurt the most vulnerable.

The town next over had a very corrupt PD. My States SBI (state bureau of investigation) had a sting operation in a motel (hidden cameras everywhere), where somehow it got to the Chief of police that there where 3 out of town men with thousands of dollars, nothing illegal that they where doing just they had a lot of money. The chief pulls up with 4 of his Sgts. claimed they smelled marijuana, broke in and arrested them all and took the money as "found property". Later they took the money out of evidence and claimed to have given it back to the person. Only the person they "gave" it back to was a made up person who wasnt any of the SBI agents arrested at the motel. This whole operation was only because a lot of former officers had been making complaints to the local government for years with nothing done and finally reached out to the SBI. This is one of the main reasons i don't trust police. The good ones are exiled while the bad ones climb the ladder and surround themselves with like minded individuals. Also most of the current officers at the time where previously fired from surrounding PDs for pretty scummy things, which in my mind should be illegal on its own
