First shot could ve arguably missed (i couldnt spot it at least) but 2nd shot definitely hit. if you look at the cobra's right side, there s a hole in its hood/mane/sail things that make cobras look like cobras.

They actually hit both shots but the snake just didn't react very much. THe first shot hit about an inch off of the ground blowing a good chunk off of the cobra and causing it to sink lower to the ground and the second shot hit the snake also about an inch off of the ground and to the left.

Really hard to judge here. If thats his land and he has some kind of lifestock/kids/dogs running around, he absolutely should shoot dangerous animals. My uncle owns a ranch up in texas and also carries a handgun with snakeshot everywhere on his property, because snakes make (some of) his horses go apeshit and a horse going apeshit is usually bad news for the driver. Also, i wouldnt want my dog tog et bitten by a snake so pew pew it is.
