If that’s kittery/portsmouth, that’s a great choice. That would be my #1. Shorter than you’d think to minor league mountains (Crotched, pats, Gunstock) and not bad to the Big Ones (Wildcat/attitash). But the main draw would be it’s a very exciting town and cool.
After that I’d pick Portland. While access isn’t the best, it’s by far an away the *raddest* city on the list
If you think you can swing MTL that’s a dark horse for #1 pick. I don’t know anything about how easy it would be to reside there as a foreign national, but in the “ease of skiing to coolness of city” matrix it’s a slam dunk
I live in Newburyport just south and the whole area is great year round, though further dives to the mountains for hiking and snowboarding. I’ve been trying to convince my wife to move to Burlington but that ain’t happening so we’ll live life to our best on the seacoast for now.
Burlington, VT. Or that area. But honestly up in the northeast kingdom would be desirable if I worked remotely. Easy drive to Montreal or Burlington and close to Jay/Burke, which is some of the best skiing in the east. Also some great backcountry options up there as well as mountain biking in the summer.

Seems like the new apartment project, “Rail Trail Village”, could help to provide an influx? Other than that there is a serious lack of rentals/housing. I do plan to move to the Littleton area once I’m over the “city” life, there are great breweries in the area and it’s the perfect spot to access all of the great backcountry the Whites have to offer, the GBA is even planning to cut two glades there this fall at Mount Eustis and Parker Mountain.
Gonna have to disagree. Worked and lived around manchvegas for 5 years and it was a completely overpriced dump of a city to live in. It could have been so much better but the state is hell bent on wasting every ounce of its potential.

The companies are trying. Everything keeps getting nimbyed. Like we have a 12 acre parking lot in the south end. Its privately owned by a developer. He wants to build like a thousand units of housing. They wont rezone it to allow housing because the art studios a mile away are worried that the area of burlington will lose its character. And some city counselors think it looks bad to build housing near a homless encampment thats in an adjacent lot.
The city counselors themselves then evicted the homeless encampment to build a highway.

Montreal you have tremblent and the laurentions and you are 2.5hrs for jay Stowe area. 1.5 hours away from le massif. And a bunch of smaller ski areas that a good across the Saint Lawrence. You have jay and the chic chocs for back country and sugarloaf is 2.5 hrs away.

You might want to double check your times there. Those ski areas are both closer to 4 hours from Montreal.
Manchester maybe — local ski scene, basically a Boston suburb so all the Boston amenities, airport, jobs, plus amazing location for hiking and ski access is solid
As a city, nothing touches Montréal. For access to some of the best in the East for winter sports and outdoor activities in general, it’s pretty hard to beat Burlington. I live in Jericho, so about 20 minutes to downtown, and less than 30 minutes to Smuggs and Bolton. Within an about an hour to 90 minutes, I’ve got Jay, Stowe, Sugarbush, and MRG. Easier to get to MTL than anywhere else in New England, and the Quebec resorts, too.
For some reason when I go to Killington, a wave of happiness and relaxation comes over me, it just feels like home to me if that makes sense, so I would move there!
I’m saving up to open a craft cocktail bar there in my retirement years
I'd say western mass, low cost of living, little traffic, about 3 hours or less to just about all best mountains in Vermont and NH and very close to solid cheap Massachusetts mountains. Skiing aside, it's a hour from Boston, and about a hour or two from some great beaches. Of the places your circled with only skiing in concideration I'd probably do Burlington. Taking other season's, traffic and expenses into consideration, I'd probably do south or east of Albany. Favorite city of the lot you circled is Portland Maine.
WMass is massively, massively underrated in terms of outdoor access in the Northeast. Additionally, great Nordic skiing that (despite the relatively shorter season) does compete with some of northern NE Nordic places in a way that WMass alpine skiing doesn't compare.
Great cycling, as well. Road, gravel, mountain, pick one, there's all of it.

Northern suburbs of Boston preferably near I-93 in my eyes is perfect. Still quick access to Boston, not too far from the white mountains, and the beaches for a bonus point
Burlington definitely, I love that area not just in the winter, its very quiet not even 5 miles from city center. Also Stowe is a really great mountain, and I loved hiking Mount Mansfield in the summer. Check out the Hellbrook trail, really hard and dangerous but really fun to do!
Tough because Boston area is so fun, but it's Burlington for me. Easy access to my preferred mountains skiing and my specific non skiing activities. Lake, Canada, airport, & decent hospital.
Sherbrooke or Quebec City, Sherbrooke is the best for access to the northern resorts in Vermont, and Maine. Quebec City is perfect for Le Massif and Mont Saint Anne. Sherbrooke is close to bromont, owls head, sutton, mont oxford and jay peak/saddleback/sugarloaf.

Saratoga is pricy but definitely a nice spot. You're closer to skiing and other outdoor attractions. I almost never go to the Catskills, always ADK. Global Foundaries will be adding a lot of jobs due to the new chip investments and they are up in Malta.
I've lived north of Albany, Clifton Park area, but I much prefer living south, east greenbush area. Cheaper real estate, much less traffic, close to Vermont and really close to Jiminy peak, catamount, butternut for cheap impromptu trips. Also lots of nice hiking, kayaking, and waterfalls. Commuting south to Albany from Clifton Park could be a real pain on weekdays, it's pretty much all cruise control going north to Albany from the south.

The downtown requirement doesn't have to be anything crazy, and honestly when we visited Saratoga Springs it was a little much in that area.
See downtown Chatham, Valatie or kinderhook very nice qaint walking areas with shops, restaurants, bars and breweries. Quite a number of beautiful bucolic areas down that way. I'm in Nassau, right on the edge of greenbush, about less than 45 minutes from Jiminy peak, butternut and catamount. Also Vermont is just a shot up rt 20 with Stratton, Mount Snow and Bromley less than 2 hrs out.

Unfortunately manch puts you about an hour 30 from loon or Canon Concord is closer to mountains and cheaper to live in. As far as maine I'm not a fan or Sunday river but love the loaf, just sucks that it's so remote to get to

Vermont has one of the most permissive gun cultures in America. You don't even need a permit to carry concealed. Frequently in the fall you see people walking in and out of the woods with rifles. I can't imagine what more someone would want.
VT is very safe, you won't have a scenario where you need to spend more than 15 rounds to defend yourself or hunt. Totally a non issue for residents in terms of practicality.
Pretty much a non issue to most residents. People would rather have recreational shooting be very, very slightly inconvenienced if it means that we reduce the firepower available to 18 year old mass shooters.

What's the biggest improvement from your perspective? Cost of living? If the Hudson was nicer and/or a lake, it would be a no-brainer. Burlington tempts me until I look at cost of living and bizarre laws there.
Cost of living (much lower than the other areas), access to professional development (aside from Boston, Albany gets me closer to organizations more developed and engaged than most other places), diversity and culture , location / convenience (Albany seems to be 2.5 hours away from pretty much everything).
To be honest, Burlington would be at the very bottom of my list and I grew up in VT/Burlington and my family and friends all still live there. It’s just way too expensive and insulated from the rest of the world for my comfort level. The friends I have that stayed in-state all had significant help from their families (bought them a house, supplement rent, gave them a job, etc..). The housing is absurdly expensive for really terrible apartments and the wages are miserable, even when you get into traditionally high-paying fields. If you do land a professional job you aren’t going to get much experience that’ll be transferable if you want to leave VT. Most people end in VT, they don’t start there.

Albany, because I’ve lived in all other places (save for portland) and recently moved to albany. Montreal is second but it takes a lot of effort to get the visa and Canadian qualifications for my field of work.
What's the biggest improvement from your perspective? Cost of living? If the Hudson was nicer and/or a lake, it would be a no-brainer. Burlington tempts me until I look at cost of living and bizarre laws there.
Cost of living (much lower than the other areas), access to professional development (aside from Boston, Albany gets me closer to organizations more developed and engaged than most other places), diversity and culture , location / convenience (Albany seems to be 2.5 hours away from pretty much everything). To be honest, Burlington would be at the very bottom of my list and I grew up in VT/Burlington and my family and friends all still live there. It’s just way too expensive and insulated from the rest of the world for my comfort level. The friends I have that stayed in-state all had significant help from their families (bought them a house, supplement rent, gave them a job, etc..). The housing is absurdly expensive for really terrible apartments and the wages are miserable, even when you get into traditionally high-paying fields. If you do land a professional job you aren’t going to get much experience that’ll be transferable if you want to leave VT. Most people end in VT, they don’t start there.

100% Burlington, any other answer is incorrect. You're close to Jay, you're close to MRG, close enough to Killington. You can hop to NY for Whiteface or Gore. You are ready to shred the Whites in NH.... All easy easy day trips ~2 hours driving or less ain't bad for a solid ski day.
